Fred Mukedi, the chief executive officer, of African Business Foundation, said, “The permanent and pensionable system has locked out many young smart brains, who are much-needed by our growing economy. It leaves many old people for too long in the public service system.” Mukedi said the Government should instead promote the contract-based system where a person serves for a specific period of time after which they move on and give others a chance to work. He said in Uganda, the active labour force is over 8 million people and
over the next 10 years, the number of people entering the labour force will
increase.
